What's the difference between an all-season and an actual winter tire, functionally?

Rubber compound is most of it. An all-season tire is built to stay pliable across a wide range of temperatures without wearing fast in summer heat, which means it stiffens up more than a winter-specific compound once the temperature drops well below freezing. A winter tire trades some of that summer durability for grip in that range — which is exactly the trade a driver based here, but heading to the mountains a few times a year, is usually happy to make seasonally rather than permanently.

Do I need winter tires to drive around Las Vegas itself?

Not usually — the valley rarely sees weather that all-season tires can't handle. Winter tires make sense if your driving regularly takes you up to colder, higher terrain, not for errands around town.
